On 1 July 2008 General Practice Network Northern Territory (GPNNT) assumed Territory-wide responsibility for the roles and responsibilities of the Rural Workforce Association (RWA), Divisions and State Based Organisation (SBO), following the amalgamation of the three entities. Key success factors contributing to the smooth transition included staff working groups; executive and Board commitment and the appointment of an external transition manager to lead the process.
A significant body of work has been undertaken since the formal establishment of GPNNT, with the organisation now commencing planning for the future with strategies under development to market our services and explore new opportunities and ways of working.
A number of challenges, worth reflecting on, have arisen over the last year. In negotiating a path to amalgamation a number of compromises were made, requiring clarification and revision. This has included a review of the Constitution, the adoption of common policies, and ensuring consistency in staff salaries and conditions of employment.
The amalgamation has provided opportunities to merge the roles of RWA, Divisions and SBO at the member and health service provider interface. These will enable greater efficiencies in resource use and enable a more streamlined and coordinated customer service. This approach has required an ongoing change management process to encourage cross-program and region collaboration with a subsequent breaking down of the silos that frequently form in a program based organisation. Our funders have been supportive of the proposals to test these assumptions and assess whether the amalgamated model could be replicated in other jurisdictions.
As we emerge from the transition period, GPNNT is focussing on re-engaging with members, ensuring that we provide a range of programs to support the broader primary health care membership while continuing to provide high quality services for General Practice members. With the combined resources, funds and expertise available through the RWA, SBO and Division, we believe that GPNNT has sufficient capacity and flexibility to take on new government directions and adopt new initiatives, keeping us at the forefront of primary health care innovation and delivery.
