A key activity in 2008 will be the evaluation of the PHCRED Strategy, which commenced in 2001.
The evaluation will determine the efficiency, effectiveness and appropriateness of the PHCRED Strategy and its individual components and consider opportunities for possible future improvements to the Strategy.
Healthcare Planning and Evaluation Pty Ltd (HPE) from South Australia has been selected as the successful tenderer. The project will be conducted by Stuart Riley (Managing Director of HPE), Dr Hugh Burke, Dr Kristine Battye, Dr Louise Roufeil, and Ms Kate Gooden. Professor Nick Mays from London School of Hygiene and Tropical Medicine will lead the evaluation.
A key part of the evaluation will be consultation with a broad range of stakeholders funded under the Strategy, and with an interest in the Strategy, through site visits, surveys, case studies and workshops.
The evaluation will be completed by 31 October 2008. The initial stages (November 2007 to May 2008) will focus mainly on project and consultation planning, environmental analysis, stakeholder surveys and case studies ('data gathering') with the next stage (May to October 2008) to focus on the preparation of the evaluation reports including the strategic directions paper. The evaluation structure takes into account the expiry of funding agreements.
The Expert and Expert Advisory Group (EAG) will be chaired by Professor Mays, who will provide health research expertise and overall leadership for the evaluation. The members of the EAG are Sallyann Ducker (A/g Assistant Secretary, Primary Care Policy and Analysis Branch) and Jennie Roe (Assistant Secretary, Primary Care Practice Support Branch), with secretariat support provided by the Strategic Research Evidence section.
