Report on Government Services 2006

The Report On Government Services was produced by the Steering Committee for the Review of Government Service Provision. Published in 2 volumes, it covers: Education, Justice, Emergency management, Health, Community Services and Housing.

Health has sections on public hospitals, primary and community health, and health management issues. Included in the chapter on primary and community health are general practice, healthcare services for Indigenous people, drug and alcohol treatment, public dental services, maternal and child health, the Pharmaceutical Benefits Scheme and other community health services.

Descriptive information is provided on key performance indicator results. Directions for future reporting are discussed, and supporting tables are provided for those interested.

Improvements since the last report include:

  • PBS data, including availability of PBS medicines, are presented for the first time
  • State and Territory reporting of the availability of GPs by region
  • Management of diabetes indicator is now management of diabetes and hospitalisations for diabetes
  • Indigenous data for hospitalisations for vaccine preventable diseases and hospitalisations for diabetes are included for the first time.

The report provides a profile of primary and community health, with definitions, roles and responsibilities of providers. Data and information on the funding of the various components of primary and community health, the size and scope of the components, and the use of GPs by Indigenous people is presented. A framework of performance indicators, which is based on the government objectives for primary and community health, is discussed before results for key performance indicators are presented.

The structure of the reporting in this chapter is based on the performance indicators for primary and community health, and these come under the headings of equity, effectiveness and efficiency. The structure is presented diagrammatically as Figure 10.3 in the report. This visualisation of the performance indicators helps the reader to understand how the various components of the report relate to each other.

The report is a thorough description of the services provided by the Commonwealth Government in Australia.
