2006 was the first opportunity for the Divisions Network to use the reporting section of the proforma developed in Microsoft Word format by PHC RIS in 2005 specifically for the NQPS. Divisions and SBOs used the pro forma reporting sections for 6 Month Reports in February 2006, and 12 Month Reports in September 2006.
PHC RIS worked closely with the Primary Health Information Management Section (PHIM, now the Division Information Management Section (DIMS)) in January and February to meet DoHA requirements and provide support to Divisions and SBOs during the first reporting period. PHC RIS designed and implemented on-line support for the planning and reporting (P&R) framework, which was developed and continuously updated as DoHA adapted and refined technical specifications and standard questions. In February, PHC RIS updated the Division Planning & Reporting Pages with a new page that summarised the available files for download. As this section of the website is potentially an entry point for Divisions staff, we included relevant links to other sections of the website so as to direct these users to other PHC RIS products and services.
In preparation for the 12 month reporting period, DIM supplied PHC RIS in May with new technical details containing amended result tables for the P&R pro forma. PHC RIS then made appropriate changes in the blank pro forma. User Guides for Divisions and SBOs were also updated with some minor changes in consultation with DIM.
In August, PHC RIS published (on the website) the newly developed Standard National Questions to the P&R Support pages, new technical details in both PDF and HTML versions, revised pro formas with updated result tables, and produced Flash animation and written instructions of how Divisions could update their pro forma. PHC RIS also informed CEOs of all Divisions and SBOs by email that these instructions were available.
After satisfactory testing of the ASD on-line system, which revealed strong support for the on-line process, PHC RIS proposed the development the Divisions Information Online System to allow for the NQPS planning and reporting requirements to be moved on-line instead of continuing with the unwieldy large word document format which was difficult to display and analyse. After some refinement this proposal was accepted in November 2006, and work commenced immediately. This system will be used first for Divisions 2007-08 Annual Plans, and then for the 2006-07 12 month reports.
