2005 was the first year of PHC RIS’s new four year funding agreement with the Australian Government Department of Health and Ageing (DoHA). In keeping with this agreement, PHC RIS, with the Primary Care Division, formed the new Strategic Advisory Group (SAG) in April 2005.
It was agreed that the membership of the SAG would be skills based rather than represent all of the different sectors and interests of primary health care. The following five people were appointed to the SAG:
- Mr Kevin Broadribb, Director, Sucellus (marketing and promotion)
- Professor Rosemary Calder, Director PPR Consulting (strategic direction/policy)
- Professor Roy Goldie, Head, Faculty of Health Sciences, Flinders University (research)
- Ms Kate Carnell, Chief Executive Officer, Australian Divisions of General Practice (Divisions of General Practice)
- Professor Jon Emery, Head, Department of General Practice, University of Western Australia (primary health care research)
In addition to the five SAG members, four ex-officio members and two observers were also appointed. The ex officio members were:
- Ms Judy Daniel, Assistant Secretary, Primary Care Policy Branch, Department of Health and Ageing (Policy) [Proxy: Ms Rita Raizis, Director, Research and Collaborative Section, Primary Care Programs Branch, Department of Health and Ageing]
- Associate Professor Libby Kalucy, Director, PHC RIS, Flinders University
- Dr Ellen McIntyre, Manager, PHC RIS, Flinders University
- Ms Sheri Millar, Conference Coordinator & SAG Secretariat, PHC RIS, Flinders University

The observers were:
- Joanne Barber, Project Officer, Research and Collaborative Section, Department of Health and Ageing
- Tracey McMahon (replaced by Vanessa Skiba in November), Divisions Management, Primary Care Division, Department of Health and Ageing
During consultations with the Primary Care Division of the Department of Health and Ageing (DoHA) the role of the SAG was identified as follows:
- provide strategic advice and direction to PHC RIS
- assist with drafting the Strategic Plan
- provide input into PHC RIS planning each year
- be advised of Annual Business Plans and Annual Budgets
- advise on building strategic partnerships and alliances to achieve PHC RIS aims
- advise on PHC RIS strategies to achieve its aims, including its communication and marketing strategies
- consider PHC RIS performance as described in its annual report, and recommend changes to plans as appropriate

Members endorsed this role at the first SAG meeting.
The group met twice during 2005 in accordance with requirements. At the first meeting in Adelaide on 7 April members contributed to the development of the PHC RIS Strategic Plan.
At the second meeting by teleconference in November members focussed on developing PHC RIS’s research program for the next three years. |
